New public HDV recharging infrastructure data now live on EAFO

EAFO has released a new dataset on public recharging infrastructure for heavy-duty vehicles (HDVs) across the EU27.The first publication, released on 16 October 2025, marks the start of monthly updates on HDV-dedicated recharging infrastructure, supporting EU monitoring efforts under Regulation (EU) 2023/1804 on the deployment of alternative fuels infrastructure (AFIR).

The data are now available on the EU27 Country Comparison page, through a newly added chart showing the number of HDV recharging stations by Member State (see below). These data will also be progressively integrated into the TEN-Tec Interactive Map Viewer, where users will be able to view the exact geographical location of each HDV recharging pool.

 

What the data show

  • Total public HDV recharging stations in the EU27: 1,512

  • By site type: 1,369 dedicated to HDVs in mixed-use locations (serving both HDVs and light-duty vehicles) and 143 exclusively for HDVs (serving HDVs only).

  • Top Member States by number of HDV recharging stations:Germany (479), Sweden (278), Netherlands (246), Denmark (158), and France (101).

This first release highlights that most public HDV-capable recharging stations are still located in a mixed-use environment, where heavy-duty and light-duty vehicles share the same charging facilities. Fully dedicated HDV recharging stations remain limited but are gradually increasing, particularly along major European corridors.

Understanding the methodology

While the chart reports the number of recharging stations, data collection and classification are based on recharging pools (as defined in AFIR Article 2). A recharging pool represents a physical site that may contain one or several individual charging points operated by the same entity.Each pool is assessed for whether it serves:

  • Exclusively HDVs – all charging points at the site are reserved for heavy-duty vehicles.

  • HDVs in mixed-use locations – at least one HDV-capable charging point is present, but the site also includes chargers accessible to light-duty vehicles.

The distinction is applied at location level, meaning that if a site hosts both HDV-only and light-duty vehicle chargers, the entire location is classified as mixed-use.

Only publicly accessible recharging locations are included, consistent with AFIR Article 2(10). Private depot or fleet-only sites are excluded.

Data origin and update cycle

The HDV recharging data are compiled, benchmarked and compliance checked by Eco-Movement, EAFO’s technical data partner, which sources verified information directly from charging point operators (CPOs) across the EU.

  • Coverage: EU27

  • Update frequency: Monthly

  • Visualisation: Country Comparison page (chart) and, in the coming months, the TEN-Tec Interactive Map Viewer (geographical view).

  • Historical data: Not foreseen at this stage; updates will always reflect the most recent validated dataset.

 

Policy and legal context

The introduction of HDV recharging data supports the monitoring of infrastructure deployment under Regulation (EU) 2023/1804 (AFIR).Key definitions applied:

  • Publicly accessible recharging point — Article 2(10)

  • Recharging point and recharging pool — Article 2(44–45)

  • Heavy-duty vehicle recharging infrastructure — Article 4(8)

 

The continuous publication of these data contributes to the European Commission’s objectives under the Sustainable and Smart Mobility Strategy and provides a transparent overview of the evolving HDV charging landscape in Europe.

 

Tip for users: The chart below presents the distribution of public HDV recharging stations across Member States. In future updates, the TEN-Tec Interactive Map Viewer will display the same information by recharging pool, offering a detailed spatial view of Europe’s growing HDV charging network.
