Subsidies for Electric Vehicle Purchase by Legal Entities in Slovenia

Context & Policy Framework

• On 8 August 2025, Slovenia published a new public call (JP SUB‑EV25‑1) in the Uradni list SR, allocating non‑repayable financial incentives to promote electric mobility.
• The initiative targets acceleration of clean vehicle uptake—aimed at businesses, private entrepreneurs, and VAT‑registered individuals—and contributes to EU climate goals, notably under Regulation (EU) 2020/852.

Funding Allocation

• A total of €4,000,000 is earmarked for legal entities, private entrepreneurs, and VAT‑liable natural persons. Additionally, €5,200,000 is set aside for individual (private) applicants.

Eligible Beneficiaries

Applications are open to:

• Legal persons under public law (excluding direct state budget users)
• NGOs recognized as serving public interest
• Private legal entities
• VAT‑registered natural persons and self‑employed persons.

Exclusions apply to entities with tax or payment arrears, insolvency issues, unresolved obligations relating to state aid, or those in financial difficulty, among other criteria.

Eligible Vehicles & Categories

• New vehicles in categories M1, N1, and L‑series (L7e, L6e, L5e, L4e, L3e, L2e, L1e‑B)—battery electric, zero CO₂ emissions—purchased or with battery leasing for ≥2 years.
• Used vehicles in categories M1 and N1, subject to registration post‑1 November 2021 in an EU Member State, and registered in Slovenia from 1 June 2024.
• Vehicles must feature non‑lead‑acid batteries. Leasing costs for batteries are eligible.

Grant Amounts – New & Used Vehicles 

Financial incentives vary by vehicle type and price:

• New M1 vehicles up to €35,000 (incl. VAT): €7,200
• New N1 vehicles up to €45,000: €6,500
• New M1 vehicles between €35,000–€45,000: €6,500
• New M1/N1 vehicles €45,000–€65,000: €4,500
• Used M1/N1 vehicles up to €45,000: €3,000
• Used M1/N1 vehicles €45,000–€65,000: €2,000
• Smaller categories (L7e to L1e‑B): from €1,500 (L7e) down to €300 (L1e‑B).Note: VAT is not eligible for funding.

Timeline & Application Process

• Purchase or lease period: eligible expenses must occur between 1 June 2024 and the call closure.
• Purchase requirements: new vehicles must be first registered in Slovenia from 1 June 2024; for used vehicles, as noted above.
• Applicants must maintain ownership or financial leasing for at least two years.
• Application opening dates:
  • For legal entities and self‑employed: applications open 7 October 2025 at 10:00 CET
  • For private individuals: 2 September 2025 (not the primary focus here).
• Applications are submitted electronically via the Borzen platform, with detailed checklist and guidance available.

Budget & Monitoring

• Estimated budget: €8.75 million, covering both new and updated subsidies.
• The call is executed under Slovenia’s Recovery and Resilience Plan (REPowerEU component C5K17), with Borzen managing administrative implementation.
