The Netherlands will support zero-emission transport: public charging infrastructure for heavy electric vehicles (SPULA), purchase incentives for zero-emission trucks (AanZET), and financial support for electric touring coaches (STour).

BEV passenger cars and light commercial vehicles went from 18,428 in 2024 to 37,652 in 2025, whereas PHEVs grew from 14,902 to 28,143 in that same period.

This year, Lithuania registered 3,150 new battery electric passenger cars (BEVs), up from 1,779 in 2024, representing a year-on-year increase of 77.1%.

In 2025 the Netherlands registered 156,139 new battery electric passenger cars (BEVs) in 2025. This represents an increase of 18.1% compared with 132,167 BEV registrations in 2024. 

15,325 BEVs were registered in the country last year, up 31.6% from 2024 and accounting for 5.45% of sales

In market-share terms, PHEVs gained ground in 2025, while BEVs broadly held steady: PHEVs rose to 8.1% of the passenger-car market (from 6.0% in 2024), whereas BEVs accounted for 6.2% (from 6.4% in 2024). 

In 2025, Denmark registered 184,602 new passenger cars in total, representing a 6.6% increase over 2024. 

BEV registrations were 1,602 vehicles (7.1% of total passenger car registrations). This represents 27% more than 2024.

Electric mobility in Portugal continued growing in 2025 after a record 2024, surpassing its previous record and reaching a total of 56,156 registrations (+34.5%) for battery electric vehicles and 33,884 (+19.5%) for plug-in hybrids.

Spain is in a transitional phase for electric vehicle (EV) incentives in early 2026. The long-standing Plan MOVES III has expired, and the new Plan Auto+ under the broader Plan Auto 2030 is poised to replace it. However, policy disagreements around carbon footprint criteria and the recent cancel.

Austria has launched eMove Austria, a new national digital platform providing centralised, user-friendly access to information on electric mobility. The platform brings together data on incentives, vehicles, charging infrastructure and practical guidance, supporting citizens, businesses and public.

Germany has introduced a new funding programme to accelerate the deployment of hydrogen refuelling stations and fuel cell trucks. The scheme aims to support early market ramp-up for hydrogen in road freight transport, complementing battery-electric solutions and strengthening Europe’s AF.
