Spain Extends MOVES III Incentives Programme with €400 Million Boost for Electric Mobility

On 1 April 2025, the Spanish Council of Ministers, following a proposal from the Ministry for the Ecological Transition and the Demographic Challenge (MITECO), approved the extension of the MOVES III incentive programme until 31 December 2025, with retroactive effect from 1 January 2025. This extension includes an additional €400 million in funding to continue supporting the purchase of electric vehicles and the deployment of charging infrastructure across Spain.

The decision was made to ensure continuity in support after the annulment of Royal Decree-law 9/2024 and to prevent any gaps in funding for new EV purchases or charging point installations initiated in early 2025.

 

MOVES III: A Proven Success Story

Launched in 2021 as part of Spain’s Recovery, Transformation and Resilience Plan (PRTR), MOVES III initially provided €400 million to incentivise zero-emission mobility. Managed by Spain’s regional governments and coordinated by the Institute for Energy Diversification and Saving (IDAE), the programme has since become a key instrument in decarbonising transport.

To date, €1.335 billion has been distributed to the regions, contributing to:

  • The purchase of over 142,000 electric vehicles
  • The installation of more than 113,000 charging points

With the new allocation, the total budget for MOVES III rises to €1.735 billion.

 

Key Features of the Extension

  • Retroactive coverage: The extension applies to eligible purchases and installations made from 1 January 2025 onwards.
  • 15% IRPF deduction reinstated: Buyers of EVs or charging infrastructure can again benefit from a 15% income tax deduction.
  • Simplified administration: Autonomous communities are encouraged to further streamline application procedures to improve efficiency.

 

Spain’s Broader Commitment to E-Mobility

With the additional €400 million, the total investment in all MOVES programmes (including MOVES Flotas, MOVES Corredores, and MOVES Singulares) now reaches €2.735 billion. This figure complements the €5 billion mobilised through the Strategic Project for Economic Recovery and Transformation of the Electric and Connected Vehicle (PERTE VEC).

 

Outlook

The extension of MOVES III underscores Spain’s commitment to accelerating the transition to zero-emission mobility, supporting both private users and public infrastructure projects. As electric vehicle adoption continues to rise, this measure ensures a stable framework for continued growth in 2025, while aligning national efforts with EU-wide objectives under the European Green Deal and the AFIR Regulation.
