Romania’s Evolving New-Car Market: Assessing the Role of Incentives (Rabla Plus Program)

Romania’s new-car market in 2024 has shown notable fluctuations, largely influenced by changing incentive frameworks. While the first quarter closed with a 10.1% decline in registrations compared to 2023, the second quarter saw a significant rebound, fueled primarily by the reintroduction of government support measures. This momentum, however, waned again in the third quarter, underscoring the continued sensitivity of consumer uptake to policy environments.

Recent adjustments to Romania’s Rabla programmes—particularly reductions in purchase incentives for battery-electric vehicles (BEVs) and plug-in hybrids (PHEVs)—have directly influenced market shares for these powertrains. Despite halved incentives, BEVs continue to depend on government support for broader market penetration. At the same time, hybrid-electric vehicles (HEVs) have gained substantial ground, highlighting their appeal in meeting both environmental objectives and consumer needs.
