France’s EV Market in 2025: Renewed Momentum and a Growing Fleet

The year 2025 marks a renewed phase of growth for electric mobility in France, with electrified vehicles firmly consolidating their position in both the new registrations market and the circulating vehicle fleet. According to the latest figures published by Avere-France, the total number of electrified vehicles in circulation exceeded 2.5 million by the end of the year, confirming the structural nature of the transition towards electric mobility 

 

Registrations: strong performance of battery-electric vehicles

In December 2025, registrations of electrified vehicles (battery-electric vehicles and plug-in hybrids combined) reached 64 672 units, representing a 13.7 % increase compared to December 2024. This performance was largely driven by 100 % electric vehicles (BEVs), which achieved a new monthly record with 46 282 registrations (+45.3 % year-on-year) 

 

Over the full year:

  • 363 130 BEVs were registered in France in 2025, representing a +10.5 % increase compared to the reference year 2023.
  • Plug-in hybrid vehicle (PHEV) registrations declined sharply, with 113 221 units, down 30.7 % compared to 2023.
  • Total registrations of electrified vehicles (BEV + PHEV) amounted to 476 341 units, resulting in a slightly lower overall volume than in 2023, due to the contraction of the PHEV segment 

 

Market share: record levels at year-end

Electrified vehicles reached an unprecedented market share of 31.3 % in December 2025, breaking the monthly record for the fourth consecutive month. This included:

  • 22.4 % for battery-electric vehicles
  • 8.9 % for plug-in hybrids

December also marked the ninth consecutive month of growth in the market share of electric vehicles during 2025, highlighting a sustained upward trend despite mixed dynamics across powertrain types

Fleet evolution: electrification anchored in the vehicle stock

By the end of 2025, France’s circulating fleet comprised:

  • Approximately 1 663 365 battery-electric vehicles
  • Around 852 749 plug-in hybrid vehicles

Together, these figures pushed the total number of electrified vehicles on French roads beyond 2.5 million, underlining the cumulative impact of several years of sustained EV deployment 

 

Buyers and the role of social leasing

On the demand side, private individuals played a growing role in the BEV market. In 2025:

  • 55.8 % of new BEV registrations were made by private buyers, the highest share recorded during the year.

This shift reflects the continued effect of social leasing schemes, introduced in autumn 2025, which aimed to improve household access to electric mobility. The persistence of this effect into the winter months suggests that targeted social measures can meaningfully support EV adoption among private consumers
