Scope: for whom is it relevant?

The guide covers a wide variety of topics including the planning of charging infrastructure, planning for the electrification of various fleet types and vehicles as well as guidance on regulatory and policy measures that can be implemented by mobility planning authorities to support the electrification of road transport. The guide gives examples of tools and methods as well as a selection of good practice examples from leading European cities & regions in the deployment of e-mobility.

Why is it relevant?

Sustainable Urban Mobility Planning (SUMP) is a strategic and integrated approach for dealing with the complexity of urban transport. Its core goal is to improve accessibility and quality of life in cities & regions by achieving a modal shift towards sustainable mobility. E-mobility can be understood as an important means to bring about a shift towards sustainable mobility when being implemented right.

SUMP advocates for fact-based decision making guided by a long-term vision for sustainable mobility. As key components, this requires a thorough assessment of the current situation and future trends, a widely supported common vision with strategic objectives, and an integrated set of regulatory, promotional, financial, technical and infrastructure measures to deliver the objectives – whose implementation should be accompanied by reliable monitoring and evaluation. All of these components apply as well to e-mobility to ensure that a holistic & strategic approach are being taken. That is why we argue that the planning for and advancing the electrification of transport should be seen as a cross-cutting activity that should follow the different SUMP cycles.

  • First version developed in 2019
  • Currently being revised and updated – 2nd version to be released in 2022
