Poland Launches Major Funding Programs for Zero-Emission Transport Infrastructure

In a significant step towards decarbonising road transport, the Polish National Fund for Environmental Protection and Water Management (NFOŚiGW) has launched two calls for proposals on 31 March 2025 to support the development of zero-emission infrastructure across the country. With a combined allocation of PLN 2 billion, the initiatives will be funded by the EU’s Modernisation Fund and are designed to accelerate compliance with the Alternative Fuels Infrastructure Regulation (AFIR) and support the broader goals of the European Green Deal.

Charging Infrastructure for Heavy-Duty Transport

The first program, Construction or Expansion of Power Grids for High-Power Charging Stations, targets the foundational infrastructure needed to support publicly accessible high-power charging stations. Distribution system operators (DSOs) are eligible to apply for grants covering up to 100% of eligible investment costs.

This initiative focuses on the electrification of key logistics and transport nodes and is expected to result in at least 50 power supply locations. Minimum power delivery requirements vary by location type:

  • 3,600 kW for Service Areas (MOPs) on the TEN-T core network
  • 1,500 kW for facilities on the extended core or comprehensive TEN-T network
  • 350 kW for logistics centres, depots, or intermodal terminals

The call will remain open until 31 December 2025 with a budget of PLN 1 billion for the first round.

Charging Stations for Heavy Vehicles

The second initiative, Support for the Construction or Expansion of Charging Stations for Heavy Transport, is open to entrepreneurs and aims to fund the development of 550 publicly accessible charging stations for zero-emission trucks.

Funding can reach up to 100% of eligible costs for standard projects, and up to 85% for project-finance structures. Locations include:

  • Roads on the TEN-T core network or within 3 km of access points
  • Logistics centres, operational bases, and intermodal terminals

Applications are open until 31 August 2025, with PLN 1 billion allocated for the current round.

Complementary Measures: NaszEauto and Fleet Support

These programs build on Poland’s ongoing electromobility efforts, including the NaszEauto programme launched on 3 February 2025. This initiative, with a PLN 1.6 billion budget from the EU Recovery and Resilience Facility (KPO), supports private individuals and sole traders in acquiring new electric passenger vehicles (M1 category). Within the first five weeks, 1,326 applications were submitted, requesting PLN 38.9 million, reflecting growing consumer interest.

A third major scheme is expected in Q2 2025 to support the purchase or leasing of N2 and N3 zero-emission vehicles, targeting freight fleet electrification and aligning with EU goals for sustainable logistics.

National Commitment to Sustainable Mobility

Deputy Minister of Climate and Environment Krzysztof Bolesta emphasised the comprehensive nature of Poland’s approach: “We care about air quality and public health, but also about the competitiveness of Polish freight operators.”

Dorota Zawadzka-Stępniak, President of NFOŚiGW, highlighted the overarching objective: “These three major electromobility programmes, with a total allocation of PLN 6 billion, are designed to meet air protection challenges and implement AFIR.”

Through these new funding instruments, Poland is significantly strengthening its national strategy to deploy alternative fuels infrastructure and contribute to a climate-neutral transport sector across Europe.
