Survey on zero-emission heavy-duty road transport technology state of the art and future research and innovation

Context of the QuestionnaireThis questionnaire is part of a study conducted by the European Commission's Joint Research Centre (JRC) on behalf of the Directorate-General for Climate Action (DG CLIMA). The study aims to gather evidence and provide analysis to develop a technology readiness and research and innovation gap analysis report dedicated to zero-emission heavy-duty vehicles (ZE-HDVs).The EU has set ambitious CO₂ emission reduction targets for heavy-duty vehicles (Regulation (EU) 2024/1610): 

  • 45% by 1 January 2030
  • 65% by 1 January 2035
  • 90% by 1 January 2040

Additionally, 90% of new urban buses in the EU must be zero-emission by 2030, and all of them by 2035.ZE-HDVs are critical to achieving these goals. Advancing vehicle and infrastructure technology through research and innovation is essential for their widespread adoption. This report will: 

  • Provide an overview of the state-of-the-art ZE-HDVs and associated infrastructure.
  • Identify gaps and priorities for research and innovation.
  • The results will guide future EU research and innovation programmes.

Definitions 

  • Heavy-Duty Vehicles (HDVs): Medium lorries (5–7.4t), heavy lorries (>7.4t, >16t tractors with trailers or semi-trailers, >16t rigid trucks), coaches, and buses (>7.5t) included in the CO₂ emission standards.
  • Zero-Emission HDVs: Battery Electric Vehicles (BEVs), Hydrogen Fuel Cell Vehicles (FCEVs), and Hydrogen Internal Combustion Engine Vehicles (H₂-ICEVs).

Objective of the QuestionnaireThis questionnaire collects information to support the technology readiness report by providing insights into: 

  • Technology enablers for deploying ZE-HDVs.
  • Current readiness of vehicle and infrastructure technologies.
  • Research and innovation priorities or gaps.

How Will the Data Be Used?Your responses will be anonymised and aggregated by stakeholder type (e.g., OEMs, researchers). Findings will form a critical input to the technology readiness report and support EU research and innovation efforts.Who Should Complete the Survey?Target respondents include: 

  • Deployment and Operations Stakeholders: Transport operators (freight and passenger), infrastructure and energy providers, sector associations.
  • Technology Development Stakeholders: OEMs, part suppliers, technology providers, researchers, and academia.
  • Strategic Consultants: European technology platforms, NGOs.

Important Notes 

  • Deadline: You have until 19 January 2025 to complete the survey.
  • Languages: Please complete the survey in English if possible. Open-question responses in any official EU language will be translated if necessary.
  • Free-text questions: You are welcome to share links to pages or documents that provide further information. You can also expand the text box to accommodate longer responses as needed.
  • Submission: The survey will be submitted when you click "Submit" in the last page of this questionnaire.
