Incentives and Legislation

Purchase subsidies

A call for investment in zero-emission vehicles, targeting taxi companies and delivery fleets is expected in Q4 2025, based on plans of the FZOEU.

Registration tax benefits

No excise duties for electric vehicles.

Ownership tax benefits

Exemption from special environmental tax for electric vehicles. Exemption from road tax for BEVs.

Company Tax Benefits

No dedicated or confirmed tax benefit for BEV company vehicles was identified in public sources. General depreciation and operating cost deductions may apply.

VAT Benefits

No specific VAT exemption or deduction rules for BEVs. However, general business VAT rules apply if used exclusively for business purposes.

Other Financial Benefits

In 2025, Croatia is expected to launch several targeted funding calls relevant to zero-emission mobility:

Zero-emission vehicle purchase for fleets: In Q4 2025, a public call will support the purchase of vehicles with zero tailpipe emissions (including BEVs) by taxi services and delivery companies, with a planned allocation of €45 million.

Renewable energy and infrastructure: Additional investment calls in Q1 2025 will fund the production of electricity from renewables and modernization of energy-efficient transport systems, indirectly supporting BEV deployment.

These programs are coordinated under the Ministry of Environmental Protection and Green Transition and are co-financed through Croatia's Competitiveness and Cohesion Program 2021–2027.

AF infrastructure incentives

Periodic co-financing schemes for private, business, and public charging infrastructure.

New calls are typically opened in parallel with vehicle subsidy programs.

Announced policy changes (effective later in 2025 and after)

No major national-level policy changes have been announced for late 2025 and beyond. The subsidy scheme is expected to start later in 2025.
