Incentives and Legislation

The incentives and legislations section is updated for 2025, published on 18th April 2025, representing the situation as of that date. Major changes of incentives and polices are updated on a rolling basis from that date onwards.

Incentives and legislation that aim to increase uptake of alternative fuels vehicles and infrastructure.

Purchase subsidies
  • €7,500 subsidy for BEVs upon scrapping an old car (increased from €5,100 in 2024)
  • €3,000 for PHEVs
  • €2,000 for hybrids

Conditions:

  • Maximum price of BEV or PHEV: €70,000 (VAT included)
  • Beneficiaries must register directly on the AFM platform to generate their vouchers
  • Vehicles purchased through the program cannot be sold for 3 years
  • Program budget approval is pending but expected soon
Registration Tax Benefits

BEVs are completely exempt from the registration tax, which typically ranges from 4% to 16% of the vehicle's value for ICE vehicles.

Ownership tax benefits

BEVs are fully exempt from paying the annual car tax in Romania. This exemption applies to all BEVs, regardless of their specifications, providing significant long-term savings for BEV owners.

BEVs and Fuel Cell Electric Vehicles (FCEVs) registered by December 31, 2025, are exempt from property tax for ten years.

Company Tax Benefits

Expenses related to BEVs, such as purchase costs, are fully tax-deductible for businesses.

Companies using BEVs as fleet vehicles benefit from a 10% reduction in the taxable base for company cars.

Profits reinvested in new technological equipment, including BEV-related assets, are exempt from corporate income tax.

AF infrastructure incentives

The Romanian government provides refunds for the installation of charging stations: 

  • Up to €2,500 for stations with a capacity of less than 22 kW
  • Up to €30,000 for stations with a capacity greater than 22 kW
Local incentives

Several municipalities in Romania offer free or discounted charging for electric vehicles in public parking zones.

In certain areas, BEVs are allowed to use bus lanes, which can significantly reduce travel time, especially in congested urban areas.
